YEREVAN, November 11. /ARKA/. Armenia plans to introduce a comprehensive electronic notification mechanism for individuals, legal entities, and individual entrepreneurs.  Justice Minister Srbuhi Galyan presented the corresponding bill to parliament on Tuesday, amending the law "On Public and Individual Notification via the Internet."

According to the minister, a unified electronic notification system is currently ineffective in the country. "A situation has developed in which relations between the state and the citizen, and sometimes even between citizens themselves, lack a properly organized notification system. The new legislative package aims to address this problem," Galyan noted.

An electronic platform will be available for individuals—citizens will be able to log in using an ID card or mobile phone number. The notification is posted on the platform, and once a person logs in, it is considered delivered.

Citizens can also provide additional contact information—an email address or phone number—to receive notification of their posting on the platform. If they don't log in within three days of posting the notification, they will receive a registered letter in an envelope sent to their registered address (hybrid delivery).

"If, after seven days, it is determined that the individual has not received the notification or has refused to receive it, the notification will be posted on the azdarar.am platform, meaning it is a public notification. It is considered properly delivered on the seventh day," Galyan explained.

Individuals can also choose to receive notifications exclusively electronically. In this case, the notification is considered delivered on the third day after posting, regardless of whether the individual has logged in.

For legal entities and individual entrepreneurs, notifications will be sent through the electronic tax reporting management system—a platform that organizations use almost daily to receive notifications not only from the State Revenue Committee but also from other agencies.

According to the minister, legal entities and individual entrepreneurs are considered notified on the third day after posting the notice in their personal account in the State Revenue Committee system. If they have not logged in during this time, the notice is posted on the azdarar.am website and is considered delivered on the fifth day.

The procedure for posting notices and other technical details will be established by government decision. "In addition to state bodies and local governments, legal entities and individual entrepreneurs will be able to connect to these platforms and notify other individuals electronically, which will also be considered proper notification," the minister concluded.
